This ring is closed, but you can still get into it. The closure is just a way of avoiding a situation, common on Ringsurf, in which applicants find themselves waiting for their applications to be processed for an unreasonably long time, because the ringmaster (me, in this case) hardly ever logs in, owing to the low volume of application. In order to minimize frustration all around, I ask would-be applicants to sign up for my ring management homelist and post a request to join the ring, being sure to specify the rings they wish to join, because I run more than one, and the urls for their sites, because I'm not psychic.

One of the perks of being on that list, as a member of one of my rings, is that I encourage my membership to give feedback on ring applications and other matters of ring policy. While the final decision to make is mine, decisions not being put to a vote, your input does matter. All trendy cynicism aside, how could it not? The happier my membership is, the likelier they are to stay on the ring, and while I reserve the right to take an unpopular position on principle, I would have no incentive to capriciously ignore the concerns of my membership.

Please be very, very sure not to skip this step, because while the Ringsurf system will let you fill the application form out for a closed ring, it will not let you submit it; your time and effort will go to waste. If you have gone through the above procedure, and I've told you that I have opened the ring for you and have invited you to join, then let us continue, and welcome to the ring.
